Clinic-controlled access

HTTPS where the work happens.

LocalChart’s intended default is HTTPS on clinic-controlled hardware. Trusted clinic devices use the local HTTPS route; approved superusers can use a separate private Tailscale HTTPS path when remote access is needed.
